Permanent SecretaryMr Carl Ansel FrancisMr Francis currently holds the position of Permanent Secretary, Ministry of Trade and Industry. He is a graduate of the University of the West Indies and the Institute of International Relations, St Augustine, Trinidad and Tobago and has extensive training in diplomacy, negotiations, international trade and foreign policy formulation and execution. He served in various divisions of the Ministry of Foreign Affairs and has the distinction of being appointed the first Protocol Officer to the Prime Minister at the Office of the Prime Minister in 1987.
